He chose to solve the problem on his own.He grabbed his hair dryer and walked over to the curb, where he peered at passing cars:
You know what else? Good idea! Cars think genuinely it’s a police thus they slow down. Now that he’s retired, he can spend his time laughing at his own jokes.
The speed limits are unclear, the cops are often distracted, and… Consequently, it is now the only viable option for reducing traffic speeds.
